Project Overview
PAMS Pacific Admiralty Maritime Services was engaged to support the development and implementation of a behavioural competency assessment and verification programme for a vessel operator seeking to strengthen its approach to assessing human performance during critical shipboard operations.
The project focused on establishing a practical assessment methodology that could be applied to operational personnel without treating behavioural competency as a personality test or as a replacement for technical competence, statutory certification or company procedures.

Critical Transfer Operations
Assessment of behavioural performance during high-risk transfer activities such as bunkering or other critical operations, where applicable to the vessel and agreed scope.
